off road tires for fire trucks

we have 11r22.5 radiAL TIRES ON OUR BRUSH TRUCKS AND ALMOST EVERY TIME WE GO OUT TO A BRUSH FIRE WE RUIN TIRES THE TIRES ARE 16 PLY BUT THE SIDEWALLS ARE ONLY 1 PLY. THE ROCKS AND BRUSH PUNCTURE THE SIDEWALL AND MOST OF THE TIME THE TIRE IS RUINED. WE WOULD LIKE TO KNOW IF THERE IS A TOUGH TIRE MADE FOR OFF ROAD.
No matter what brand or type of radial tire you buy in the 11R22.5 size, you are going to get a single ply of steel cords in the sidewall. But, with on/off highway tires, you are very likely to get better sidewall protection no matter what brand you buy. Off highway tires tend to have more protective rubber compound in the sidewall area.
