Tire rot

Service TEch said I need new tires due to tire rot on the inner rim area. The tires are not that old and still have good tread on them…What is the story?
I doubt that the tire has "rot" on the inner rim but, it could be some sort of solvent or chemical that has done some damage to the tire. If there was weathering of the tire, it would more likely be in the outside of the tire since this is where it could get sun exposure.
