International Governing Agency

I’m not sure who to pose this question to but I am trying to find out if there is an international highway governing agency of which perhaps that DOT is a member. So is there an agency that has a charter similar to the DOT here in the USA but who is governing agency for the world?
No one here at Goodyear seems know of any international orgainzation governing highways. It appears that our DOT and the equivlant organizations from other countries operate independently without any sort of umbrella over them. If anyone finds out differently, please let me know.
